The worst cases of solici- tation which are mentioned in the annexures to Major Temple's letter amount- ed to indecent exposure of the person, an offence which is already punishable under the Police Act, V of 1861, section 34 and for which the police can arrest without warrant. On the whole, the Chief Commissioner is not satisfied that a sufficiently strong case has yet been made out to justify legislation against soli- citation. Mr. Fryer will call for a report from the Deputy Commissioner and the Superintendent of Police, and in due course a further communication will be addressed to you.
